Consideration on roles and relationship between observations/measurements and model predictions for environmental consequence assessments for nuclear facilities

Before construction and after operation of nuclear facilities, environmental consequence assessments are conducted for normal operation and an emergency. These assessments mainly aim at confirming safety for the public around the facilities and producing relief for them. Environmental consequence assessments are carried out using observations/ measurements by environmental monitoring and/or model predictions by calculation models, sometimes using either of which and at other times using both them, according to the situations and necessities. First, this report investigates methods, roles, merits/demerits and relationship between observations/measurements and model predictions which are used for environmental consequence assessments of nuclear facilities, especially holding up a spent nuclear fuel reprocessing plant at Rokkasho, Aomori as an example. Next, it explains representative examples of utilization of data on observations/measurements and results on model predictions, and considers points of attention at using them. Finally, the report describes future direction, for example, improvements of observations/measurements and model predictions, and fusion of both them.

The International Atomic Energy Agency (abbreviated as IAEA) has been implementing the Asian Nuclear Safety Network (abbreviated as ANSN) activities since 2002. As part of this effort, Topical Group on Emergency Preparedness and Response (abbreviated as EPRTG) for nuclear or radiation disasters was established in 2006 under the umbrella of the ANSN. Based on the EPRTG proposal, the IAEA conducted 23 Asian regional workshops in the 12 years from 2006 to 2017. Typical topical fields of the regional workshops were nuclear emergency drills, emergency medical care, long-term response after nuclear/radiological emergency, international cooperation, national nuclear disaster prevention system. The Japan Atomic Energy Agency has produced coordinators for EPRTG since its establishment and has led its activities since then. This report summarizes the Asian regional workshops conducted by the IAEA based on the recommendations of the EPRTG.

The tasks in the Safety and Operation (SO) topics are categorized into the following three work packages (WP): WP-SO-1 Methods, Models and codes is devoted to the development of tools for the evaluation of safety, WP-SO-2 Experimental Programs and Operational Experiences includes the operation, maintenance and testing experiences in experimental facilities and SFRs (e.g., Monju, Phenix, BN-600 and CEFR), and WP-SO-3 Studies of Innovative Design and Safety Systems relates to safety technologies for GEN-IV reactors such as active and passive safety systems and other specific design features. In this paper, recent activities in the SO project are described.

Progress of the general control system for the Materials and Life Science Experimental Facility in J-PARC

For safe and stable beam operation, a MLF general control system (GCS) consists of several subsystems such as an integral control, interlock, server, network, and timing distribution systems. Since the first beam injection in 2008, the GCS has operated stably without any serious troubles in comparison with upgrade of target devices for ramping up beam power and increment of user apparatuses year by year. In recent years, however, it has been improved significantly in view of sustainable long-term operation and maintenance. The monitor and operation system of the GCS has been upgraded by changing its framework software to improve potential flexibility in its maintenance. Its interlock system was also modified in accordance with the re-examination of the risk management system of J-PARC. This paper reports recent progress of the MLF-GCS.

Analytical results of coolant flow reduction test in the HTTR

Safety demonstration tests using the HTTR are in progress to verify the inherent safety features, to improve the safety design and the technologies for High Temperature Gas-cooled Reactors (HTGRs). The coolant flow reduction test by tripping one or two out of three gas circulators is one of the safety demonstration tests. The reactor power safely becomes a stable level without a reactor scram and the temperature transient of the reactor-core is very slow. The SIRIUS code was developed to analyze reactor transient during the tests with reactor dynamics. This paper describes the validation of the SIRIUS code with the measured values of one and two gas circulators tripping test at 30% (9 MW). It was confirmed that the SIRIUS code was able to analyze the reactor transient within 10% during the tests. The result of this study and the way of resolving problems can be applied to development for not only the commercial HTGRs but also the Very High Temperature Reactor (VHTR) as one of the Generation IV reactors.

The 24th NSRR Technical Review Meeting was held at Tranomon Pastoral, Tokyo, on November 13 and 14, 2000. The purpose of the meeting was to present and discuss the recent progress of the NSRR program and other LWR fuel safety researches at JAERI. Twenty-one papers, including five by foreign institutes, were presented and discussed regarding fuel behavior during normal operation, reactivity initiated accident (RIA) and loss-of-coolant accident (LOCA) and FP release behavior during severe accident. The meeting was a great help in planning future research and promoting research cooperation. This proceeding contains the papers presented in the meeting.
